5. On the Dependent Territories Quota, I have now seen Michael Howard's letter to you of 15 January and am persuaded by his arguments. I hope that we can continue with the scheme for 1990 in its present form and reconsider the matter thereafter, as he proposes.
6. As to the proposal for a quota for MOD locally engaged staff, I share your concerns and agree it would be preferable to cater for this group under existing powers if at all possible.
7. I am copying this letter to the Prime Minister and
other members of OD(K), the Employment Secretary, the Attorney General, the Chief Whip, Sir Percy Cradock and
Sir Robin Butler.
