Thank you for your letter of 11 January about the timetable and structure of the Bill. It was helpful to have this before my visit to Hong Kong.

Structure of the Bill

2. I agree that we should aim, as far as possible, to

keep the details of the scheme off the face of the Bill and to minimise the scope for appeals and litigation. Indeed, if we are to take the Committee Stage on the

floor of the House and I see advantage in this - it will be essential to keep the Bill as short as possible. I also agree broadly with the detailed points set out in

your subparagraphs (a) to (h), with the following

qualifications:

(a) I agree that the Bill should stipulate that selection should be limited to BDTCs and BN (0)s and their spouses and children under 18. I suggest that there should also be provision for those who are eligible to acquire such a status but have not yet done so (eg. Certificate of Identity holders with over 7 years residence) to apply under the scheme, with the condition that British
