There is bound to be opposition to this proposal, but much of this arises from a real misunderstanding of the situation. We all know that the figure of three and a quarter million people gives a totally exaggerated picture of the numbers who would actually come to this country. Most of them would greatly prefer to stay in Hong Kong, but are anxious to ensure their children's future in the event of the Chinese not fulfilling their promises. The feelings aroused by Britain's refusal to provide the remedy which Hong Kong people seek are now greatly exacerbated by reports of a proposed selection of a few people considered to be "worthy" of the right of abode in Britain. This plan is compared with the grant of Portuguese citizenship to all the holders of Portuguese passports living in Macao and creates added bitterness.

There is something quite disgraceful about the abandonment of the majority of Hong Kong people at this time and we beg you and the government to grant the right of abode to all Hong Kong British nationals.
