Hong Kong Assurances
The Secretary of State has decided that, five weeks after his statement in the House about Hong Kong Assurances, we should adjust our standard reply on the subject.
I am returning a draft which your department submitted for the Secretary of State to send to his constituent, Mr Page. The Secretary of State would like a slightly shorter draft, which should include the following points:
(a) that if we do not bolster confidence now we increase
the chances of a major refugee crisis later; and
(b)
that our assessment is that very few of the people concerned intend to come to the UK to settle, but that those who do come will certainly not be a burden on British society; they will be talented people who can start immediately to make a contribution.
