At present, Hong Kong has 315,000 PTMAS. Some of these already have foreign passports. Others are entitled to them because of family connections. It is Britain's responsibility to make sure that those who do not already have foreign passports are given the confidence to stay. This means that full passports are needed for all those in this key group who do not already have them, to ensure that they stay.

This is the problem as it stands today. Over the next seven years others will enter this key group. They too will need the confidence to stay.

At present PTMAS are leaving because they want a passport. If they are given a passport, then they will stay. This will maintain Hong Kong's economic success and ensure that the quality of life that all its citizens have enjoyed will continue. This will be in the interests of Hong Kong, of Britain and of China.

The business community is committed to keeping the economy strong and to restoring confidence both within Hong Kong and about Hong Kong internationally. Infrastructure development, the continued expansion of economic links with China, investment in training and education, and the strengthening of Hong Kong as an international commercial and financial centre, are the cornerstones of Hong Kong's economic future.

It is realized that there is much that Hong Kong itself must do, but without action by the United Kingdom in providing a scheme of assurance, it will be increasingly difficult to maintain and improve Hong Kong's prosperity and to ensure that Hong Kong continues to be a leading international commercial and financial centre into the 21st Century, playing a vital role in China's modernisation.
