As you are aware, the Government is

reviewing the constitutional development for dong Kong in 1991. Your views on the composition of the Legislative Council before 1997 have been noted. As regards your other views about the right of abode in United Kingdom for all Hong Kong people, we have always taken the view that because of our historical and constitutional links the British Government should have a duty to all Hong Kong people and a special obligation to all British Nationals here. The United Kingdom nationality scheme that has been announced clearly does not meet that obligation in Full. The British Government has taken the view that what Hong Kong has asked for is not possible in United Kingdom political terms. That assessment is obviously one for Her Majesty's Government to make and the Hong Kong Government is not in a position to comment.
