1. I attended two days of talks at Lunar House, Croydon on
18/19 January with the members of the Home Office Bill Team and a
visiting team from the Hong Kong Government led by Mr Donald Tsang.
2. The purpose of the meetings was to discuss in detail the proposals for a selection process and to agree strategy on the way forward. Since the visit of the joint Home Office/FCO team to Hong
Kong in October, which had produced firm proposals for a selection scheme, the HKG team had refined their ideas particularly in the
light of the Secretary of State's statement of 20 December.
The Way Forward
3. I attach a Home Office letter to Donald Tsang of 22 January
which sets out in detail the main points agreed. Some of these
require further work by HKG and some by UK officials. We undertook
to seek the views of Ministers on the continued inclusion of the
Approved Secondment Scheme, on the eligibility of dual nationals and on the problem of numbers. We shall be submitting separately on
the first two matters, the numbers problem is addressed in
paragraphs 4 and 5 below. We shall seek the views of Ministers on other matters as appropriate. The next step is that the Hong Kong
Team will further revise the Scheme. The revised paper will then be sent to us for further study, following which a UK team probably
