Action Taken

To explain our policy on offering British Citizenship to certain
people in Hong Kong in order to stem the outflow of Hong Kong's most
skilled and enterprising people.
To confirm to the Chief Minister that the Gibraltar immigration
ordinance would enable Hong Kong Chinese to enter Gibraltar for
residence purposes and after the statutory period they could
naturalise as BDTC's of Gibraltar.
To explain however that while it is no part of our policy to
discourage countries from inviting emigrants from Hong Kong, we are trying to encourage other countries to offer assurances to Hong Kong people which do not require them to leave the territory. It would be preferable if the Chief Minister were able to provide a scheme of assurances for Hong Kong people similar to our own.
