Beneficiaries will be selected on the basis of a points system. The scheme will cover a wide spectrum of professional and business people, as well as those in the public and disciplined services.

The decisive criteria will be the value of the individuals' service to Hong Kong and their propensity, without a UK passport, to emigrate.

In addition to this scheme, it is intended to introduce a special measure to assist companies and institutions in Hong Kong to retain their key personnel.
8.
Legislation necessary to provide for the grant of
citizenship to beneficiaries under the scheme will be introduced into the UK Parliament at the earliest opportunity.
