The proposals to improve confidence in Hong Kong announced by the
Secretary of State for Foreign and Commonwealth Affairs in the House of Commons on 20 December 1989 will involve the grant of British citizenship to key people in Hong Kong. The Secretary of State for the Home Department has overall responsibility for immigration and nationality policy including the grant of citizenship under existing UK nationality law. The Home Office will thus take the lead in preparing the necessary legislation but will work closely with both the Foreign and Commonwealth
Office and the Hong Kong Government.
The subsequent administrative arrangements will depend on the legislation which
is finally enacted.
