3. Entry to the UK under the Immigration Rules would still be an option open to Hong Kong people regardless of the nationality

package. Those who do not qualify under the package could still be admitted to the UK provided they:

(a) can invest a minimum of £150,000 a year and create two or

more jobs in the UK.

(b) have a close connection with the UK and independent means of

at least £150,000 a year or an income of not less than £15,000

a year.

(c) can secure a work permit from the Department of Employment

on the grounds that they have special skills and experience and

that there is no resident or EC labour available to fill the

vacancy in question.

In 1988 the Department of Employment permitted 147 BDTCs from Hong

Kong to come here for long term employment.

Exclusion of Australian/Canadian passport holders from the

nationality scheme

4. The Chinatown Conservatives also asked whether it would be

possible to prevent Hong Kong people who already had Australian or

Canadian passports from getting UK ones as well. This is technically feasible. At present it is envisaged that BDTCS and

BN(0)s applying for full British citizenship under the nationality

package would be asked to state on their application form whether

they had any other passport. It would be made clear on the form that citizenship granted on the basis of false information would be

revoked. The Hong Kong Government are confident that they would

also be able to secure the collaboration of the Canadian, United

States and Australian immigration authorities in order to

double-check the information provided by applicants.

5. However, it is still for consideration whether someone with a
