ACTION
2. Following an internal Home Office meeting this morning (postponed from 5 January), the Head of the Bill Team is Mrs Liz Grimsey, until now Head of one of the Home Offices Establishment Divisions, she previously led the Bill Team for the Drug Trafficking Offences Act and is "very highly regarded". In addition there will be two principals, Jeremy Page, and Godfrey Stadlen, plus an EO (as yet unnamed) and some secretarial staff.
3. Home Office officials are today submitting a draft letter from Mr Waddington to the Secretary of State on the way forward. Inter alia the draft proposes that the Home Secretary reply to Tom King's letter along the lines that a quota of 50% of the Hong Kong garrison to receive citizenship is disproportionately high and that the MOD should seek other methods of securing the status of their staff outside the scheme. Mr Page agreed with us that the Home Secretary's draft reply to Tom King should in due course be submitted to our Secretary of State in order that he might send a short "I agree with the Home Secretary" letter to Mr King in parallel.

Mr Page is preparing to fax to Hong Kong (and to HKD) a detailed Agenda for Donald Tsang's visit. We agreed that I should send a follow up Tel, confirming the dates (18/19 January) for the visit, informing them that the agenda was being sent separately, and requesting flight details. (I attach a draft for your approval). Mr Page is hoping to arrange a hicle from IND to collect the team from Heathrow on their a rival, and an escort from Immigration service to escort the rapidly through the formalities. Hospitality has also been yeared up in recognition of the generous way in which the Hong Kong Government looked after the Home Office team in October/November. The Home Office are expecting me to
attend the talks at Lunar House.
