1. The Secretary of State has now written to Mr Harilela of the

above Council setting out the Government's view on the issue of

nationality for the non-Chinese ethnic minorities. Mr Maude can now

reply to a large number of MPs letters on the same subject.

I submit draft replies to the various MPs, which simply encloses a copy of the Foreign Secretary's letter.
