I submit a draft letter from you to Lord Sharp.

2. A copy of the Ministerial reply to Mr Ho is also attached. This letter was based on a draft supplied by the

Home Office. It was not submitted through me, or cleared

with me.

On reading it, I think it was an error to lump the Eurasian or Anglo-Chinese community together with the non Chinese ethnic minorities in Hong Kong. The two groups seem to me to be quite distinct.

Accordingly, I have sought in the draft for you to send to finesse the point, while making use of the general assurance which Ministers have given in Parliament in respect to the non ethnic Chinese. I have also asked

Mr Morris to revert to the Home Office on the question of

the distinction between Anglo-Chinese and non ethnic

Chinese.
