I think there is probably no alternative to what you
propose. I was a little unhappy with the suggestion that the UK
should take this up with the Chinese authorities, because I have
a feeling that we should get very little out of it by way of
further information, and that such failure would
then be a basis for renewed appeals to give this category of
people more. But I imagine the FCO may feel that we need to be
seen to try.

I cannot see that this category of people has any greater
claim for our sympathy than other groups in Hong Kong, or
arguably the Hong Kong population generally. Our policy must
be guided by the unavoidable fact of our lack of control of the
Chinese authorities on their sovereign territory after 1997, and
the implications of nationality law. If these people are not
regarded as Chinese, then they are no different from the other
non-Chinese ethnic minorities and your formula applies to them
(as does the BOC 2-generation safety net). If on the other hand
they are regarded as Chinese, then they are in no different
position from the mass of ethnic Chinese in Hong Kong and I
cannot see on what basis we owe them any greater assurance than
the other citizens of Hong Kong who will become Chinese.
