16 May 1986 that
"We should consider it an obligation upon any future government
to treat with very considerable and particular sympathy the
case for admission to the United Kingdom of any individual
British national who, against all our expectations, came under pressure to leave Hong Kong."
Mr Waddington (then Minister of State at the Home Office) gave a
similar, but slightly weaker, assurance in the House of Commons on
16 January 1986
10. As far as right of abode in Hong Kong is concerned the Hong
Kong Government have made clear that the Immigration Ordinance will
have to be amended in order to give right of abode to the ethnic
minorities and others who meet the relevant criteria in the Basic
At present, only ethnic Chinese BDTCS/BN (0)s hold ID cards.
proving that Hong Kong is their permanent place of residence. In
order to close this particular loophole as soon as possible, we will encourage the Hong Kong Government to take early action to amend the
Ordinance.
