That full British Citizenship be given only to those ethnic minority BDTCs who have no other form of nationality available to them now or in the future. This would automatically exclude those who have permanently settled abroad, those who can qualify for another nationality through their parents, and those holding dual citizenship.

Those ethnic minority BDTCs who have

have no other form of nationality available to them and who will therefore be effectively stateless after 1997 - are now so few in number that HMG can surely see fit to provide them with full British Citizenship. If, as we believe, HMG is concerned about numbers, then we hope our findings will help make your decision somewhat easier.
