I write on behalf of the Council to thank you for holding out against undoubted pressures from within the Conservative Party and for making your recent statement on the Nationality Package. Government success in taking it through the House.

In Column 369-370 of Hansard for 20th December 1989 you were asked specifically about our problems by no less than the Right Honourable David Howell, Chairman of the Foreign Affairs Select Committee and you replied in Column 372. Whilst we appreciate the careful consideration that we know you have given to this matter we feel entitled to more detail about Our general inclusion how our Community will fare under the scheme. could mean everything or nothing and there remains very considerable concern and unease in our Community. As you know, our numbers are even smaller than previously thought and come down to 750 families or 3,000 people from the Indian Community. The total ethnic Community applications under this scheme are likely to amount to no more than 6,000 people. Against a background of statelessness for our descendants we do need to know how this scheme will look at our problems and how we will be treated under any points system used as part of it.

You are no doubt aware that our cause has the unanimous support of the Foreign Affairs Committee, as well as that of OMELCO in Hong Kong, We therefore feel that any consideration which can be given to the ethnic minorities will be fully accepted in Hong Kong, and would not in any way be seen as being divisive.

We thank you again for seeing members of Council during their recent visit to Londen and for the care with which you are considering this matter. We look forward to hearing from you.
