enclose a letter dated 13 October representing the Indian community in Hong Kong, the Chief Secretary. Indeed your last visit

last visit to Hong Kong attracted a number of letters on British nationality which we have dealt with. These letters were largely requests from pressure groups to meet you while in Hong Kong.

The Indian community, however, has been particularly active recently following their last delegation το London, bringing back to Hong Kong the message that in designing the nationality package, Ministers were unlikely to give preferential treatment to ethnic minorities in Hong Kong. I did mention this to Roy Harrington and promised to send him a copy of Mr. Harilela's letter.

I appreciate HMG's difficulties in handling the specific request from the Indian and other minority

minority ethnic groups in Hong Kong. From our point of view they descrve special consideration. Indeed both the Governor and CS have spoken in support of their case during the FAC hearings.
