I am very sorry not to have acknowledged your letter of 26 October which reached me during a visit I paid to Hong Kong at that time. I can however assure you that very careful attention was paid to the points raised in your letter, and in the letters which you subsequently wrote to the Foreign Secretary dated 11 November and 7 December. Mr Hurd will be replying to those letters very shortly.

In the meantime I enclose a copy of the Foreign Secretary's statement to the House of Commons of 20 December.
