On behalf of the Council of Hongkong Indian Associations, I would like to thank you for your letter of 22nd January, 1990.

We are grateful to you for considering the points raised by us while formulating the Nationality Scheme. We have noted that the non-ethnic Chinese minorities will be eligible to apply for British citizenship under the scheme although we still feel that the minorities should be treated as a special category and be favoured with a full British Citizenship.
