HONG KONG : Long-Term plans for Indian Community

We are increasingly receiving questions from individuals regarding the status of ethnic Indians once Hong Kong's sovereignty passes to the Chinese People's Republic in 1997.

I attach two press cuttings (from the UK "Independent" and the local Bombay newspaper "The Daily") which underline the concern which is coming to the fore. I would not be at all surprised if the Bombay media did not focus its attention upon us before too long, with particular emphasis on our responsibility for the administration of the Indian quota of the Special Voucher scheme.

I would therefore be obliged if you could provide us with current policy proposals concerning the status of such ethnic Indians after 1997, and if possible a line to take if asked.
