HONG KONG INDIANS

The attached article from the latest issue of the Far Eastern Economic Review gives interesting background. You will note that it says that Indian community leaders are also pressing London for full British citizenship and that those who leave Hong Kong are said to be looking to make their careers not in India but in North America.

We have asked FCO whether we should feel sufficiently encouraged by the President having mentioned the question of the future of the Hong Kong Indians to raise with the MEA whether those not holding Indian passports might be offered them. On the evidence of this article any such offer would be unlikely to be taken up by any Hong Kong Indians who had better possibilities elsewhere. The Indian Government might welcome them as comparatively wealthy NRIS but I imagine would want to consider the possible effect on Delhi's relations with Peking now that the Chinese Government has so vigorously attacked HMG for offering passports to people in Hong Kong whom it regards as Chinese citizens. Do we know whether Peking's objection extends to people in Hong Kong of non-Chinese origin?
