Given that there has been no pressure on this point so far in the House (although, of course, it might be raised in the

Lords) we conclude that there are currently sufficiently strong arguments to resist any suggestion that BOC passports should contain this endorsement. We would, of course, look at the

matter again if it were to be raised or if Mr Lloyd felt that,

notwithstanding the reasons set out in paragraphs 2 and 3 above,

he wished to concede the point in order to enhance the value of

the BOC status for the non-Chinese ethnic minorities.
