iii. For both of these reasons, successive Governments have been reluctant to do anything which formalises whether, and where, BOCS have a right of abode.

iv. Hong Kong BDTCs now have their passports endorsed with a right of abode. They will have the option of becoming BN(0)s if they want to retain confirmation of that fact in their new passports.

V.

Those BDTCs who opt for BOC status - likely to be few, I thin in number will continue to be eligible for permanent identity cards which carry a right of abode endorsement.

5. I accept that at the end of the day there may be sufficient political pressure to concede the point. But I think we have sufficiently strong arguments to defend our line for the time being at least and we should therefore alert Mr Lloyd to the potential problems in meeting his wishes.
