When in Stockholm over the weekend, I took up the point in your briefing (originally for Mr Waldegrave) about Hong Kong employees in Swedish firms with Mrs Anita Gradin, Minister for Foreign Trade (and previously Minister with responsibility for immigration). I said that we were glad to know that Swedish law would make it possible for Hong Kong employees of Swedish firms to obtain short-term residence visas without too much trouble, but would like confirmation that these would not be time-limited. We did not wish to see Hong Kong residents actively encouraged to leave.

Mrs Gradin said that there was absolutely no problem. The facility for short-term visas would continue indefinitely and there was no need for any Hong Kong employees to apply in the near future. She also said that the Swedes were most unlikely to be able to go beyond this particular measure.
