FRG's scheme to provide safety net for
up to 1,000 Hong Kong personnel of German companies now finalised.
Italians have introduced an
"administrative device" to give right
of abode to certain employees of Italian firms in Hong Kong. They have asked the companies there to draw up Italian-based contracts in effect making the staff Italian based rather than locally engaged and thus giving an automatic right of abode in Italy, should they wish to leave Hong Kong. The Italians envisage the facility being made available to several hundred employees. Although the Consul General in Hong Kong has already publicised the concession, the Italians have asked us not to rofer
publicly to their scheme because of domestic sensitivities over Immigration, and the fact that by using this "device" Parliamentary approval was not
reed.

Japan
Despite being the largest foreign investor in Hong Kong, Japan is
unwilling to help in ways similar to our own package. They will however at every opportunity impress on the Chinese and others the importance of Hong Kong remaining stable and prosperous.
