You may find it useful in considering this issue to see the exchange of letters between David Pearey of Southern European Department and the Deputy Governor of Gibraltar, Bill Quantrill which I enclose. As you will see para 3 of Mr Quantrill's letter somewhat begs the question over whether HKBDTC's should be permitted to become BDTC's. He does not make it clear how exactly Gibraltar have been taking "a very hard line on naturalisation" with Moroccans, but the essential point it seems to me is how to give people from Hong Kong non-residential right of abode in Gibraltar.

His para 5 misrepresents Mr Maude on the question of extending our nationality scheme to Gibraltar; in fact Mr Maude told Bossano at an early stage that this could not be done. It very much looks like Mr Bossano has been a little selective in reporting to Quantrill what has been said by Ministers. All the subsequent references to allocating proportions of the 50,000 quota to Gibraltar are therefore completely off beam. But the letter has the advantage of giving us a little more detail as to what Mr Bossano has in mind.

We shall put Quantrill right on the red herring of applying the BNHKA to Gibraltar. I shall be grateful to hear your views in due course on what sort of "separate, self contained scheme" we might commend to Gibraltar.
