15. We have welcomed the Canadian decision to offer the Colombians a

package of assistance on Drugs worth $2 million. In June 1989 Mr Mulroney and the Prime Minister signed a Treaty on Mutual

Assistance in Criminal Matters, including Drug Trafficking. The

Order in Council designating Canada under the Drug Trafficking

Offences Act 1986 came into force on 21 June enabling the

agreement to enter into force with effect from 3 August.

16. In the context of an evolving Europe, the Canadians were

extremely helpful in supporting our successful bid to locate the

EBRD in London,

CURRENT DIFFERENCES

17. We have no serious problems with Canada but we have differences

on:

South Africa: We have agreed on ends but differed on means

(sanctions).

- Canada/EC: Management of fishing activities in international

waters immediately outside Canada's 200 mile fishery limit is

through the multilateral North-West Atlantic Fisheries Organisation

(NAFO). The EC has formally objected to Canada's total allowable

catches (tacs). In December 1989 the EC set its 1990 quota at

56,250 metric tonnes, more than three times the 15,337 tonne quota

assigned by NATO. Reacting to strong domestic criticism,

Mr Mulroney complained vigorously in a letter to M. Delors. The

issue remains delicate, though a visit to Ottawa earlier this year

by the Community Fisheries Commissioner Senor Marin has helped to

mollify the Canadians.

An EC proposal to ban leghold traps or inhumane methods of

catching animals for furs. However the EC decision to delay action

until 1 January 1996 has eased Canadian concerns.
