We too are surprised by the scale of the Hungarian proposal although we understand that the GDR Cabinet has agreed to approve applications for GDR citizens from 52 wealthy Hong Kong
residents in return for sizeable investment.

Subject to Hong Kong's views, we see no objection to your discussing this matter with the MFA. But in doing so and in responding to Dr Berta, you should make clear that our policy is not to encourage Hong Kong people to emigrate. Indeed the
increasing rate of emigration (42,000 in 1989, forecast to rise to 60,000 this year, many of them key professionals) is a matter of serious concern. This growing exodus of talented people poses a real threat to Hong Kong's stability and prosperity in
