OBJECTIVES
1.
To exchange views on Western policy towards China.
2. To explore Japanese thinking on the future of their own dealings with China.
3. To thank Mr Nakayama for his Government's continuing investment
in and support for Hong Kong.
To underscore HMG's concern to ensure that PADS is a success and
to emphasise our support for the Anglo/Japanese consortium's bid.

5. To reassure the Japanese that Chinese support for the ASA separation process remains firm.
To encourage the Japanese to proceed with the negotiation of a
separated Hong Kong/Japan ASA.

To press for faster progress in the negotiation of a Hong
Kong/Japan Multiple Entry Visa Agreement and a more flexible Japanese approach to the definition of business visitors.
POINTS TO MAKE
1. Internal situation in China not particularly encouraging. Stalemate at the top. Lack of new thinking. Leadership still heavily dependent on the veterans.
