This agenda clearly leaves us with some room to choose where to lay emphasis. HMA Luxembourg sees the meeting as

opportunity for Mr Weston to establish close contact with M Kasel in the run up the the Luxembourg Presidency. The talks are planned to last four hours. WED will call for briefs in due

course.
