1. Mr Maude said that he had noticed that there was a

lively debate going on in Sweden on the European Community.

This debate was set against the background of events in

Eastern and Central Europe and relations between East and West. Although it was right to be concerned about the instability which recent events in the Soviet Union and

Eastern Europe had caused, we should not forget the overall

good news of what had, and was, taking place. The events in

the GDR, Poland and Czechoslovakia were irreversible.

Mr Schori agreed that the Soviet Empire had gone.
