The above proposals, which were explained to me in confidence by Foreign Minister Said Musa, are, therefore, matter of great delicacy. Word of them has not yet got out. When it does, we can expect controversy. Fortunately for the government, their touch when it comes to presentation, is surer than that of their predecessors. They must have calculated that a doubling of the present electricity supply and a substantially reduced price to the consumer will be strong enough selling points to overcome above.
