Our relationship with Japan can be a prime example of this. Even
a few years ago that relationship was dominated by

first is that together you and we have resolved the most pressing
of those disputes KDD2, whisky tax and seats on the TSE. The
other is much more fundamental; Japan today is not just another
trade partner. It is the second largest economy in the world,
the longest giver of ODA and the largest creditor. We and the
Europeans generally must discuss with you how you intend to
employ your great economic resources. I am not always sure that
all Japanese understand... · just how important this country-is-
becoming on the world stage, but it is essential for Japan's
foreign partners to be fully aware of your emergence as a global
political as well as economic actor.
