1 During his visit to Tokyo the Secretary of State is to make a substantial speech at a lunch given by the Keidanren (Japanese CBI equivalent).
2. Besides covering the major international issues of the day, the main thrust of the speech will be to put firmly on record, for the benefit of his influential audience, HMG's commitment to Europe. (There have been worrying indications that Japanese industry sees the UK as likely to be a less attractive base for investment in future as the pole of attraction swings further East in Europe and as other EC members possibly commit themselves to further steps towards EMU).
3. Mr Fry in Tokyo has now offered the attached redraft of an earlier version drafted by FED. This seems to be to be on very much the right lines.
4. FED will continue to act as cordinator for this speech, which must be submitted on 29 August. I should be grateful for comments / amendments by 1200 noon on 28 August.
