SIR ROBIN BUTLER'S VISITS TO THE US AND CANADA:

CALL FOR BRIEFS:

1. Sir Robin Butler will hold talks with leading members of the US

Administration and the Canadian Government from 17 - 21 September. His programme is attached. Because of other engagements, he has

asked that briefing on foreign policy issues listed below should

reach his office by 5 September (Briefing on nuclear, intelligence and Civil Service issues is being prepared separately by the same deadline). Any updating eg on the Gulf can be sent to his office on

12 September. He leaves the UK on the 14th.

A. The Gulf and Arab/Israel ......Iraq/Kuwait Emergency Unit/NENAD

This will be the main topic of discussion at all of

foreign policy/intelligence calls in Washington and

Ottawa. One of Sir Robin's main objectives will be

to try to probe Washington's forward thinking. He will

require a basic brief covering all relevant

aspects, including oil supplies and sanctions-busting.

I should be grateful if MED would coordinate their

contribution with the Cabinet Office and PUSD so that the

overall briefing for the Cabinet Secretary covers all

the necessary bases (It should also indicate what may not

be used in Ottawa).
