5. Our announcement on 16 February about direct elelctions in 1991, and improvements in the political structure provisions in the Basic
Law, opened the way for an improvement in relations. Although this
has been hampered by continued Chinese criticism of the Bill of
Rights and Nationality Package there is indeed now a more constructive atmosphere. JLG XV in Peking in April produced the
most significant progress on routine items since June last year.
