HONG KONG IMMIGRATION: SOLARZ RESOLUTION

1.

I was contacted on 11 May by Eric Schwarz from the staff of Solarz's sub-committee about the wording of the Solarz Resolution (H Con Res 227). He said that there was to be a meeting with the Administration on 14 May to discuss the language of the Resolution. The Administration had indicated that they could support it if it were modified to emphasise the need for national rather than multilateral initiatives.

2. Schwarz said that, in this context, they were updating the wording of the Resolution to take account of the fact that the UK Government was now encouraging other governments to come forward with national initiatives. He said that the proposed wording of the relevant paragraph was as follows:

welcomes the efforts of the UK Government encourage nations to develop national initiatives designed to provide a substantial and significant number of Hong Kong residents with the right

immigrate to points outside Hong Kong that would permit them to remain in Hong Kong after 1997 without forfeiting that right."

3. I consulted Mr Morris of HKD/FCO about the proposed wording. He confirmed that to the updating of the paragraph would cause us no difficulty. But he suggested the following

redraft of the last part:

..... to provide a substantial and significant number of Hong Kong residents with a right of abode outside Hong Kong without their having to leave the Territory and that would permit them to retain that right after 1997."

I offered this alternative wording to Mr Schwarz, who said it was "a good suggestion" and agreed to put it forward.
