Thank you for your minute of 9 May on the above subject.

HKD's main concern is that the Dependent Territories may simply be trying to "cherry pick" wealthy Hong Kong residents to entice them to bring investments to their territory. Obviously any scheme that is offered without the beneficiary having to leave Hong Kong or transfer his funds out of Hong Kong would be welcome and would complement our own nationality package.

I agree that a meeting of interested Departments would help and it would be preferable to have a concerted approach so that we can brief all Governors of Dependent Territories.
