Objectives
1.
To obtain M Kouchner's support for maintaining pressure on the
US and Vietnamese Governments to find a solution to the problem of
when VBP, not classed as refugees by UNHCR, can be returned to
Vietnam.
To probe French policy on the VBP problem by asking M Kouchner
what French policy on this issue now is.
