MEETING WITH GERMAN THIRD WORLD POLITICAL DIRECTOR, MONDAY 21 MAY

1. Dr Schlagintweit will be here on Monday 21 May for talks with Mr Tomkys and me. I have agreed with Mr Tomkys that Middle Eastern and African questions should be dealt with in the morning and Asian/Latin American topics after lunch.

Dr Schlagintweit has suggested the following topics for discussion:

India Pakistan Afghanistan

China

Brazil

Peru

Central America

I have passed a message that we will want to include Kashmir in India/Pakistan and Hong Kong in China; and that, on the American side, we will want to add Cuba, drugs, rainforests and possibly Antarctica.

3. This makes for quite a long list but there may be other questions which you think we should add. Two obvious ones on the Asian side are Cambodia and Vietnamese Boat People. Please let me know if there are others, so that I can warn Dr Schlagintweit.

4. I will work out a suggested order of discussion nearer the time. It would be helpful if you and relevant Heads of Department could find time to attend for the items of interest to you.
