human rights conventions.

Aviation matters

14. Mr Halley informed the meeting that the 1989 Air Navigation

(Overseas Territories) Order had now been published and would take

effect from 1 February. To prevent the Order falling out of date,

the CAA had undertaken to police further amendments of the UK ANO,

thus ensuring prompt amendment to the AN(OT)O if necessary.

However, only four Dependent Territories had yet submitted the air

safety certificates due on 1 January 1990. Those which had not yet

replied would receive reminders next week. At least some progress

had been made in Gibraltar's case, since the Governor's office now

accepted in princple that it must submit a certificate, and it was hoped that the new Governor would prove more disposed to sign than

his predecessor had been. MAED had recently written to Governors asking for copies of aviation security programmies. They had not yet received many replies. However, the Department of Transport's Chief Aviation Security Inspector was trying to secure funds to enable him

to visit the DTS. Assuming his planned visit went ahead we should

eventually be faced with the problem of obtaining money for the

implementation of any recommendations arising.

16. Finally, Mr Halley turned to the problems of the fire engines

at Providenciales airport. The CAA would be visiting the airport

again in May. If the problem had not been resolved by that time, the CAA could advise Panam, through the FAA office in Miami that the

airport facilties were inadequate. It would then be for Panam to

decide whether to continue its service to Providenciales. Mr Halley

hoped that the CAA might be able to call on BDDC to put pressure in that quarter for the necessary work to be done.

Environment matters

17. Mr Dalton referred to the money allocated by the World Wide Fund (WWF) for nature projects in the DTs. Tristan da Cunha's bid

had been turned down by WWF. Two bids from BVI had recently been sent on to WWF for consideration. Anguilla had indicated that it
