Such a state of affairs is unsatisfactory We have established the general principle, endorsed by Mr Eggar in December 1988, that FCO administrative departments (eg Personnel Department, OED) share direct responsibility for the management of to Governors' posts. It is therefore illogical that the DT posts should still fall outside Security Department's compass. We propose to pursue this matter further with the administration.
