Thank you for your faxed letter of 30 March enclosing an ExCo paper on Grand Turk Development Limited.

2. I have consulted HKD, SED and the Hong Kong government, and our views are summarised as follows:

a) From the point of view of our Hong Kong policy we have no problems with the residence scheme proposed by Grand Turk Development provided that:-

i) the scheme is applicable worldwide and is not

presented as being aimed specifically at

ii)

Hong Kong.

(Note: para 4 of the ExCo paper suggests that Hong Kong is being targetted, though the proposal itself does not explicitly say so).

the scheme merely offers a safety net or insurance policy (ie the provision of a residency certificate to be exercised only where necessary) and does not attempt to entice Hong Kong residents to leave Hong Kong, or imply that those concerned would have to, or be encouraged to, move to TCI in order to benefit.

(Note: page 11 of the proposal appears to be rather ambiguous on this point).

iii) there is no publicity which in any way implies that

Hong Kong supports the scheme.

b) However, from the point of view of TCI, we have the same

reservations as those expressed by Sheila Eddis in her
