submitting: a passage on International Support for inclusion in the Home Secretary's speech; defensive points; and a defensive line on the French scheme (supplied by the British Embassy in Paris).

2. Mr Maude has approved the attached revised passage on International Support. He would like the first of the defensive points to be revised to say that we did not claim that these measures were in response to our efforts and that some of them simply reflected other countries' recognition of their own self-interest. He is content with the revised line on the French position which you provided.
