Thank you for copying to me your draft letter to Mike Hill in

Gibraltar.

I have no comments as such on the draft, except to say that the

crucial point from Hong Kong's interest is that HK BDTCs will have a

form of assurance similar, in scope anyway, to our own package. Come July 1997, as stated in Hill's letter, they can apply for

naturalisation as a BDTC (Gibraltar) having just lost their BDTC

status through Hong Kong.
