Action Taken

If the Turks and Caicos Scheme means that beneficiaries are not required to leave Hong Kong then it would be welcomed by the Hong Kong Government. In fact its outcome should be similar to our own Scheme recently proposed to Parliament.

3. You will be aware of the Cayman Islands Scheme to set up a Government Representative office in Hong Kong to entice Hong Kong businessmen to set up in the Cayman Islands. (The Governor's letter of 19 February refers.) In addition Gibraltar are looking into ways of granting residency to about 100 Hong Kong people, but without them having to leave the territory. I am not aware that they are actually paying £100,000 for the privelege but I believe that investment in Gibraltar will be required. This may be where the figure. came from.

Before any final decision is taken by the TCI Government, I hope that the Governor of Hong Kong could be asked for his views.
