HONG KONG : INTERNATIONAL SUPPORT : NEW ZEALAND

1.

When the new New Zealand No 2 called on me this morning,

I raised the question of New Zealand support for our

nationality package, speaking on standard lines.

Mr Larkindale said that, as it happened, New Zealand had just changed its immigration rules. He did not have all the

details, but he understood that the intention was to introduce a points system of the kind used by the Australians. The change could be helpful to us in that qualified applicants would not, eg, have to have jobs lined up before they went to New Zealand. He did not know, however, whether those who qualified under the points system would be able to delay emigrating to New Zealand for significant periods.

2. I suggest that you send a telegram to Wellington asking

them to seek further details.
