Background
International Support
1. The Government of Malaysia were approached as part of our worldwide lobbying exercise seeking international support to maintain confidence in Hong Kong, including the introduction of
schemes similar in content to our own.

The response was not optimistic and we were not surprised given the Malaysian concerns on the Malay/Chinese racial mix within the population. However Sir Nicholas Fairbairn MP in a meeting with the Malaysian Prime Minister was allegedly told that Malaysia would be very willing to assist in accepting Hong Kong Chinese.
3. It is certainly worth raising the matter again.

5. The Secretary of State made a statement in the House of Commons on 16 February concerning the introduction of direct elections into Hong Kong. Reaction was mixed. The Office of Members of the Executive and Legislative Councils (OMELCO) expressed disappointment at the number of directly elected seats (18 out of 56) but were supportive in their response.
